Guillaume Loriot, Deputy Director-General for Mergers in the Directorate-General for Competition, DG COMP.
We focused the interview on EU merger control, its key features, problems and evolution. We have started ab ovo: the structure of DG COMP in general and its merger network in particular, making this conversation also helpful to students, visualising the very architecture of merger control regime, looking at how simple and hard cases are decided, examining approaches and scope of factual, legal and economic interpretation: are the parameters changing? In what direction? For good or not? We looked at the evolving standard of proof and the level of (political/practical) discretion, the prominence of courts and many other matters. Guillaume Loriot had also reflected on the latest developments, including high-profile cases and their implications for the overall system.
