For this achievement you need to find a strange Kodan somewhere in the west of Bjora Marches.He kan be under the kodan ship and also there is a group of kodan sometimes @ the entrance of the Carvern of lost Sons cave.
The kodans want to kill you because of the strange voice in their head. just interact with the bear and you will get the achievement.
