STORYLINE:
Top Asian diplomats pledged on Tuesday to help more people in the region gain access to computers and called for rapid progress in North Korea's nuclear disarmament.
Foreign ministers or their deputies from 30 Asian nations issued a declaration at the end of a two-day meeting of the Asia Cooperation Dialogue forum in Seoul in which they agreed to do more to close the gap in Internet access between the rich and poor, although no specific projects were announced.
"The declaration aims to promote IT (information technology) development in Asia and address the issue of the digital divide in the region," South Korean Foreign Minister Song Min-soon told a news conference.
The ministers also discussed security issues, including the standoff over North Korea's nuclear programme, Song said.
"We ministers all agreed that the February 13th agreement should be implemented as early as possible," Song said, referring to a deal in which North Korea agreed to shut down its nuclear reactor in exchange for economic aid and political concessions.
The United States asked Russia to help resolve a banking dispute that has stalled North Korea's nuclear disarmament process, Russia's foreign minister said on Tuesday.
"Our American colleagues have turned to us with a request to somehow think about a solution that can be found," Sergey Lavrov said on the sidelines of the meeting.
"We are studying this situation and I think together we will find a solution," he added.
The two sides also agreed to expand ties in space and science technology, as well as the energy and natural resources sectors, the statement said.
