Before high-rise public housing, Singaporeans lived in overcrowded slums and kampongs with poor sanitation. To solve this, the Housing Development Board (HDB) was formed in 1960, kickstarting mass construction of low-cost flats.
The first HDB flats were Blocks 45, 48 and 49 on Stirling Road, Queenstown, completed in October 1960. Their seven-storey height earned the nickname “qik lao” (Hokkien for seven storeys) and became a focal point of early Queenstown life, even welcoming dignitaries like Prince Philip in 1965.
These simple slab-style blocks featured one- to three-room flats, letterboxes with keyholes, laundry pipe sockets, end-of-corridor rubbish chutes, and lifts — design details that tell the story of Singapore’s first public housing. Today, while modernized with updated lifts and toilets, these flats still house residents and are part of heritage trails showcasing Singapore’s HDB legacy.
