Group Wants Gamers to Pay For Ingame War Crimes

The International Committee of the Red Cross is asking video game developers to make gamers accountable for war crimes - torture, civilian killings, and attacks on medical personnel. But is this a reasonable request? OR is this a sign of severe misunderstanding of game narrative devices? Would "paying for" war-crimes in game franchises like Call of Duty or Battlefield give the results this group wants? Is there a better way? Kim Horcher and Tim Frisch certainly think so.
