Properly designed vented roof assemblies are extremely effective at preventing ice dams in cold climates, as the vented attic space stays cold and prevents snow melt. What about if you're building a conditioned roof assembly? Snow is a decent insulator and when it's built up on the surface of a conditioned roof, it actually keeps the surface of the roof warmer, and we can get ice dams from the snow melt. Joe Lstiburek's "vented over roof" solution is perhaps the most elegant way to address this, the concept of being that we create a vented space underneath the roof surface to uncouple the heat loss of the building from the build up of snow. The heat is flushed out before it has a chance to accumulate, the surface of the roof stays cold, and we don't get snow melt that results in ice dams at the eaves. If you have a metal roof, this can be accomplished by installing the metal roofing itself over furring strips to promote air flow and keep the metal roofing colder.
