STORYLINE:
Indonesian officials and leaders of the Free Aceh Movement agreed on Saturday to start peace talks in Japan, after hours of wrangling over the detainment of five rebel delegates in Aceh, officials said.
But Indonesia has continued to reinforce its military positions in the province. A battalion of
about 600 troops and 10 amphibious vehicles were seen on Saturday arriving at a port near the northern industrial town of Lhokseumawe.
The talks appeared to be in jeopardy earlier in the day after rebel leaders threatened to boycott them unless the
five were released and allowed to fly to Tokyo.
The two sides had agreed to meet on Saturday night in Tokyo, according to an information officer with the Indonesian Embassy in Japan.
Rebel leaders who arrived in Tokyo on Saturday morning had threatened to pull out of the negotiations unless the five
delegates, members of a joint commission monitoring a 6-month-old cease-fire in Aceh, were allowed to attend.
They were detained Friday on suspected of involvement in recent bombings in Indonesia.
But a spokesman for police in Aceh province, Colonel Sayed Husaini, said on Saturday afternoon that the five rebels had not been released. He said there was a "possibility" they would be let go on Sunday.
Indonesia has said it will declare war on the rebels if the discussions fail. There are already 26 thousand Indonesian troops in Aceh preparing for an offensive against the separatists if ordered to do so.
The talks in Tokyo are a last-minute effort to avert war and salvage a landmark peace agreement reached in December which ended a 26-year insurgency in the oil-and gas-rich province 1770 kilometres (1200 miles) northwest of Jakarta.
