Build:
6 Reflexes, 6 Cool, 4 Technical Ability base stats.
Rush 18 Reflexes for handgun perks and then 18 Technical Ability for crafting legendary.
Level up body to 10 for using Comrade's Hammer at full potential; level to 20 Reflex and dump the rest into Cool or whatever you want honestly.

Perks: I just unlocked the crafting essentials and knife throwing, and then unlocked every single handgun perk cause I thought that would be really funny. Also cold blood gives you more armor and it wears off a lot slower if you spam the Sandivestan all the time.

Cyberware:
QuainT Sandevistan mk4 from Fingers (25% slow, shortest cooldown)
Alternatively, you can also get the warp dancer for an even slower 10% slowdown, but 25% feels good enough in most cases and I personally prefer spamming it with a shorter cooldown.

Sandivestan Heatsink crafting spec can be bought from the ripper in Arroyo, and you can craft the legendary version yourself with Edgerunner Artistan perk and Crafting lvl 18.

Optical camo has really good synergy with this build but it takes up my grenade slot so I don't use it.

Weapons: Overture with silencer or Comrade's hammer. Also grenades.
