Africa’s first female president, Ellen Johnson-Sirleaf, has sparked a major national debate after calling for an amendment to Article 27(b) of Liberia’s Constitution.
Speaking on Capitol Hill in Monrovia, the former president argued that the constitutional provision restricting citizenship to persons of Negro descent should be reconsidered, describing the clause as racist.
Article 27(b) currently states:
"In order to preserve, foster and maintain the positive Liberian culture, values and character, only persons who are Negroes or of Negro descent shall qualify by birth or by naturalization to be citizens of Liberia."
Johnson-Sirleaf, who served as Liberia’s president from 2006 to 2018, believes the provision should be amended as Liberia continues to engage with the global community.
But the proposal is already raising serious questions across the country:
