The air conditioning and heating fan on my 1998 Ford Expedition would only work on high. I had none of the medium or low speeds. I was able to fix it by replacing the blower motor resistor. It is an inexpensive part and easy to change. Save some money and fix it in minutes by yourself. Any time the fan only works on high and none of the lower settings, there is a great chance the blower motor resistor needs to be replaced.
