Nalamada Uttam Kumar Reddy was born on June 20, 1962 in Suryapet to Shri. Purushottam Reddy and Smt. Usha Devi. He is a native of Tatipamula village in Tirumalagiri mandal of Suryapet district. He is a Bachelor of Science (B.Sc).

He is a former fighter pilot in the Indian Air Force. He flew the MiG 21 and MiG 23 in front line fighter squadrons. Uttam Kumar Reddy also served as the Comptroller of Security, Protocol, Administration, Foreign trips of President at Rashtrapathi Bhavan. He was elected as member of Andhra Pradesh Legislative Assembly in 1999 on Congress ticket from Kodad constituency and retained the seat in 2004 elections. Following delimitation of seats, he contested from Huzur Nagar Assembly segment in 2009 and won with a thumping majority. In 2014 elections, he retained the seat to enter the Telangana Legislative Assembly. He had also served as Minister of Housing, Weaker Selection Housing Programme, AP Cooperative Housing Societies Federation and AP Housing Board in the cabinet of Shri. N. Kiran Kumar Reddy.

Capt. Uttam Kumar Reddy has played a major role in formation of Telangana. He represented the Congress Party from Telangana region in all party meeting held by the then Union Home Minister P. Chidambaram during the first week of January 2011 to discuss on Sri Krishna Committee Report. His effective representation convinced the Congress High Command and UPA Government to take a decision in favour of formation of Telangana.

In February 2015, he was appointed as the president of Telangana Pradesh Congress Committee.

Capt. Uttam Kumar Reddy is married to Nalamada Padmavathi Reddy, a graduate in Architecture and Member of Telangana Legislative Assembly from Kodad. She was the first woman contestant from Kodad Assembly constituency and she had won with a thumping majority.

While Capt. Uttam Kumar Reddy is widely respected for being a retired fighter pilot of Indian Air Force (IAF), he is appreciated even by his opponents for his skills in politics. He is considered a man of principles with a clear vision for development of Telangana State. Known for his oratory skills, Uttam Kumar Reddy is quite popular among youth for his straight talk and bold speeches. Popularly called as “The Captain”, he is expected to lead the Congress party to victory in Telangana State in 2019 General Elections.
