Finally we have an example of Dr John Matthias acting as a court appointed evaluator, the “licensed Ph.D chosen by the Department of Parole and Probation.” Unfortunately, the criminal he deemed ‘low risk’ went on to reoffend in the community, attempting to kidnap a 5 year old at a football park.
