"We have to show people (in the liberated areas) that is it possible and worth aspiring to go back to their villages and towns. We can do this by guaranteeing security. We want to work together to defuse and to remove mines and IEDs (improvised explosive devices). But we want to also help with improving living conditions and therefore we have decided to open five mobile hospitals in the liberated areas in the near future to secure basic medical care. This is one part of the strategy that I think we need for the liberated areas."

"In the long term, we will only solve the IS-Daesh problem when our military efforts are part of a bigger, joint political strategy. And that means including, not only Iraq, but also Syria and therefore Germany is currently actively involved in putting all its efforts into ending the civil war in Syria and giving the political process a chance."

"It's not the first time that I come here. It's not the first time I'm on the Baghdad-Irbil route. I've seen worse situations before in Baghdad and Irbil. I hope that there is an effort on both sides to resolve their disputes, which still mainly revolve around distribution of the oil revenue. I'm not a fan or supporter of new demarcations in this region because I am convinced that it would not contribute to solutions to the problems we have been fighting for many years."

"What will the Turkish role be in the fight against the Islamic State, after its forces (referring to Turkey) came here to this area to support the national mobilization (Sunni volunteers)? We will coordinate this with Baghdad and Turkey. If the aim is to fight Islamic State, we will discuss how that should be done and how we can coordinate."

STORYLINE
German Foreign Minister Frank-Walter Steinmeier said on Tuesday that he didn't support a demarcation between Iraqi Kurdistan and the rest of the country and urged Irbil and Baghdad to resolve their differences, including the dispute about the sharing of oil revenue.
Following a meeting with Kurdistan Regional Government president Masoud Barzani, Steinmeier told a press conference that the fight against the Islamic State group can only succeed if a military solution is only one part of a greater political strategy, and that includes ending the civil war in Syria.
He also said displaced people must be allowed back into the areas taken back from IS and stay there in safety and security. To this end, he said Germany would offer five mobile hospitals.
Concerning the disputed presence of Turkish troops in northern Iraq, President Barzani said this needs to be coordinated between Istanbul, Baghdad, and Irbil, and said he would raise it on his next visit to Turkey.
