In January 2021, a movement began in Jharkhand over language, localism, and employment policy. Initially, this movement had many faces. The then JMM MLA Lobin Hembram, former minister Geeta Shree Oraon, and former JMM MLA Amit Mahato led the movement on various fronts. Lobin Hembram even announced a statewide foot march demanding language, localism, a planning policy, and a Sarna religion code, as well as the proper implementation of the CNT-SPT Act and the PESA Act. Meanwhile, Geeta Shree Oraon and Amit Mahato jointly organized an all-party front. The demand was that localism in Jharkhand be determined based on the 1932 Khatian, and that planning policies be based on this localism. Khortha-Nagpuri and local tribal languages ​​should be prioritized over languages ​​like Bhojpuri, Magahi, and Angika. Gradually, this movement for language and localism began to center on one person.

One day, a video went viral on social media: a man in his 30s, standing on the roof of a Scorpio, was addressing the crowd in Khortha. He was saying, "Gujarat is for Gujaratis. Bengal is for Bengalis. Bihar is for Biharis. So, who will love Jharkhand? Jharkhand has no parents." Speaking about public issues in pure Jharkhandi language, the young man captivated not only the youth but also women, the elderly, intellectuals, and even political party leaders. His name was Jairam Mahato.
This Jharkhandi boy, who would quote articles from the Constitution on every occasion and talk about Jharkhand's mineral wealth, water, forests, land, localism, tribal identity, and linguistic identity, soon gave a name to the movement. An organization was formed, called the Jharkhand Democratic Revolutionary Front. JLKM candidates contested the Lok Sabha elections on these issues. Jairam Mahato himself contested from Giridih, while Sanjay Mehta contested from the Hazaribagh parliamentary seat and Devendranath Mahato from Ranchi. The boys did not win the elections, but they caused concern among political veterans. In Giridih, AJSU's CP Choudhary, and in Ranchi, BJP's Sanjay Seth were challenged by Jairam Mahto and Devendranath Mahto, respectively. In the assembly elections, the JLKM had transformed from an agitational organization into a political party. The party fielded candidates in 71 of the 81 seats.
