Uganda Prisons Defends Presidential Pardon of Muhammad Ssebuwufu
Uganda Prisons Service has defended the presidential pardon granted to convicted murderer Muhammad Ssebuwufu, stating that the power to forgive offenders rests solely with the President under the Constitution. Ssebuwufu, the proprietor of Pine Car Bond in Kampala, was sentenced to death in 2019 for the kidnapping, aggravated robbery, and murder of businesswoman Betty Donah Katusabe. His recent release by President Yoweri Kaguta Museveni has triggered public debate and criticism over the decision. Responding to the backlash, Uganda Prisons Service spokesperson Frank Baine cited Article 121 of the Constitution, which grants the President exclusive authority to exercise the prerogative of mercy. The proprietor of Pine Car Bond in Kampala, Muhammad Ssebuwufu, who was convicted in 2019 for the kidnap, aggravated robbery, and murder of a client, Betty Donah Katusabe, is now a free man.
