South Africa’s immigration system is under intense scrutiny after explosive findings by the Special Investigating Unit (SIU). Investigators say the country was being sold “one permit at a time.”
An SIU interim report alleges widespread corruption inside the Department of Home Affairs, where officials allegedly accepted payments as low as R3,000 for fraudulent permits and visas. According to SIU acting head Leonard Lekgetho, four officials collectively received more than R16.3 million in unexplained deposits, while the estimated financial benefit to foreign nationals from fraudulent visas exceeded R181 million.
Home Affairs Minister Leon Schreiber described the findings as exposing up to 20 years of maladministration. The SIU has reportedly made 275 criminal referrals to the National Prosecuting Authority and confirmed that more than 20 officials have been dismissed.
Political leaders, including Vuyo Zungula of the African Transformation Movement (ATM), have called for the full SIU report to be released and for criminal proceedings to follow. The Democratic Alliance (DA), Economic Freedom Fighters (EFF), and ActionSA have also publicly called for prosecutions. ANC spokesperson Mahlengi Bhengu stated that reforms initiated under President Cyril Ramaphosa are showing measurable results.
The investigation further references cases involving Prophet Shepherd Bushiri and Pastor Timothy Omotoso, where irregular immigration documentation was allegedly identified.
The story also intersects with the 2022 murder of Department of Home Affairs whistleblower Eric Marumo Phenya, who had reported irregularities linked to an IT tender. Court documents allege that Minenhle Sibusiso Mthembu conspired with Sphamandla Mabonga (also known as Bongani Macuana) in connection with the killing. Mthembu has been charged with murder and conspiracy to commit murder. These matters remain before the courts.
