EXTRA NOTES:
in the normal rise, block situation, chun's 3f normal won because my followup was heavy punch. Reddit user SSBroski pointed out that the drill is around -1, so theoretically if you can react to normal rise, block, hitting jab will be a 2f frame trap, meaning you can convert to a counterhit combo should they hit a button. thanks to him for the extra info.
