Описание: USPAP does not tell us all sales are comparable sales. In fact, it tells us to "...collect, verify, and analyze all information necessary for credible assignment results." So, first, we collect and verify the sales data. Then we analyze them to determine if they are comparable. How do we do that? Simple! If a sale has the same highest and best use as the subject, both as vacant and as improved, then its a comparable sale. Absent those, it is just a sale. And why is this important? How can you choose comps until you've studied the market to determine the subject's H&BU, both as vacant and as improved? Truth is, the subject's H&BU analyses come first.
