CITY OF LEWISTON
MAYORAL ORDER
ESTABLISHING MAYORAL AD HOC SHELTER COMMITTEE
The Mayoral Ad Hoc Shelter Committee is established for the purpose of advising and making recommendations to the City Council on the subject of homelessness, shelters, and the range of housing options necessary to reduce homelessness in Lewiston. The committee will make recommendations to municipal officials and key staff on policy, practice, and procedural changes necessary to address homelessness within our city and to develop state, federal, community, and municipal support for shelters and the range of housing options necessary to meet the needs of people and families experiencing homelessness in Lewiston.
DUTIES
The committee shall:
1. Conduct a comprehensive assessment of the:
• Number of individuals in Lewiston who are homeless according to existing federal and state definitions of home-lessness.
• Current range of services, .shelters, and housing options available to individuals experiencing homelessness in Lewiston.
• Existing resources available for emergency shelter and services.
2. Develop a framework of resources for Lewiston including emergency shelter, housing, and services that would reduce the experience of homelessness to be both rare and brief.
3. Present to the City Council periodic updates dn its progress and a full committee report by July 31, 2022.
4. Make such other recommendations the committee finds appropriate to fulfill its purpose.
COMPOSITION AND APPOINTMENT
The committee shall be composed of no more than twenty-five (25) members appointed by the Mayor. The membership shall include the Mayor. The members will represent a diverse background of both organizations and community. Sub-committees shall be established when deemed necessary and may include additional members.
COMMITTEE CO-CHAIRS
Two individuals selected by the Mayor shall co-chair the committee. They shall be responsible for coordinating the meeting schedule with the members, setting the meeting agenda, and ensuring that notice of meetings are publicly posted.
MEETINGS
The committee shall establish the times and places of its meetings. Meetings shall be open to the public, and notice of such meetings shall be posted by the City Clerk. The committee may invite such others as may be knowledgeable about subjects under discussion to provide information for its consideration.
STAFF SUPPORT
The City Administrator or designee shall be responsible for providing staff support to the committee.
TERM
The term of the committee and its members shall expire on July 31, 2022, unless otherwise extended by the Mayor. If extended, the Mayor shall a-ppoint members to the committee, which may include individuals who have previqusly served on the committee.
