The general rule is the ㅎ is gone (except for when adding 게) when you conjugate it. Depending on what comes next, the vowel will change.
어떻다 - (ㅓㅎ) + ㅐ = 어때요 How is it?
그렇다 - (ㅓㅎ) + ㅐ = 그래요 That's right.
어떻다 - ㅎ + ㄹ 까요 = 어떨까요 What should we do?
그렇다 - ㅎ + ㄹ 까요 = 그럴까요 Just like that?
