Описание: This Rwanda Updates Plus special report examines the growing controversy surrounding “GENOCOST” and presents the full AFC/M23 response following the commemoration organized in Kinshasa.

The Congolese government describes GENOCOST as a national framework for remembering people killed, sexually assaulted, forcibly displaced, deprived of their livelihoods, or otherwise harmed during decades of conflict and alleged economic exploitation in the Democratic Republic of the Congo.

Kinshasa maintains that the commemoration is intended to defend memory, truth, justice, reparations, and the dignity of Congolese victims—not to target any particular ethnic community or foreign population.

Rwandan officials have rejected the GENOCOST narrative, arguing that it is being politically instrumentalized, risks distorting the history of the 1994 Genocide against the Tutsi, obscures violence committed against Tutsi communities in the DRC, and may encourage collective blame against Rwanda or the wider Tutsi population.

AFC/M23 has now entered the debate through a three-page statement issued in Goma on August 4, 2026, and made public by its spokesperson, Lawrence Kanyuka.

In the statement, AFC/M23 pays tribute to all victims of the Congolese conflicts, regardless of their community, language, religion, ethnicity, or province. However, the movement accuses the Kinshasa government of using GENOCOST as a political narrative, creating confusion between different categories of international crimes and transforming remembrance into an instrument of political mobilization.

AFC/M23 further alleges that the GENOCOST narrative is being used to conceal what it describes as ongoing genocidal violence against Tutsi communities in North Kivu, Banyamulenge in South Kivu, Hema communities in Ituri, and other groups.

These are serious allegations made by AFC/M23. The statement does not itself provide an independent judicial ruling establishing that genocide has legally occurred against the named communities.

The movement calls for independent investigations, access to historical archives, impartial prosecution of alleged perpetrators, protection of witnesses, and stronger judicial institutions. It argues that accountability must be individual and evidence-based, rather than collectively attributed to an ethnicity, community, or nationality.
