Welcome to the Maha TPC YouTube channel and the fourth episode of our special series on the Pune Development Plan, specifically focusing on the complex Hill Top Hill Slope (HTHS) zone and Bio-Diversity Park (BDP) reservation.
In August 2015, the BDP policy received official approval with the noble intention of preserving Pune's hills as the "lungs of the city". Now, almost exactly a decade later, we are conducting a critical autopsy of this policy. What happened to these green belts on paper when they met the realities of the ground? Why did the land acquisition process stall completely? And why did a project born of good intentions transform into an urban planning disaster?
1. The Statistical Nightmare: 0% Land Acquisition
The most glaring evidence of this policy's failure lies in its own statistics. The reality on the ground is starkly different from the ambitious plans drawn on paper. Out of the massive 978.54 hectares of private BDP land designated to become a sprawling, publicly-owned biodiversity park, the Pune Municipal Corporation (PMC) has failed to legally acquire even a single percentage point (1%) of it over the last ten years.
Even more shocking is the administration's failure to protect its own assets. Out of the total reservation, approximately 125 hectares of land were already under government ownership. Yet, the government and the municipality failed to secure and protect even this pre-owned land under the BDP reservation.
2. The Core Root Cause: The 8% TDR Mirage
Why did the land acquisition process completely freeze? The root of this monumental failure was a severely flawed and impractical compensation mechanism.
When the government decided to acquire private land, the primary method of compensation offered was Transferable Development Rights (TDR). In theory, TDR allows a landowner to sell their development rights on the open market to raise funds in exchange for surrendering their land to the government. However, the policy only offered an 8% TDR rate.
3. Ecological Disaster: 70,000 Illegal Constructions
Because the compensation model failed, the land remained in a state of limbo—neither acquired by the government nor legally developable by the owners. This inaction led to the second most destructive consequence of the BDP policy: rampant, massive encroachments.
Official statistics admit that at least 10% of the reserved BDP land has already been encroached upon, though the actual undocumented number is likely much higher. In areas like Vadgaon and Hingane, it is estimated that over 70,000 illegal constructions have sprouted on these supposedly protected hills.
4. Financial and Administrative Blindspots
The BDP failure was not just a matter of poor compensation; it was a masterclass in administrative shortsightedness.
The Missing 5,000 Crores: The policy was declared on paper without any concrete financial planning. Executing the BDP project required an estimated ₹5,000 crore, yet the planners had absolutely no solid roadmap for how the PMC would raise or allocate these funds.
Flawed Surveys: The foundational data used for the policy was highly inaccurate. Surveys conducted by agencies like C-DAC were riddled with errors. They carelessly slapped BDP reservations onto lands that were already heavily populated and developed years ago, further enraging the public and complicating the implementation process.
5. Zoning Hypocrisy: HTHS vs. BDP
One of the most glaring administrative inconsistencies that destroyed public trust was the differential treatment of identical topographies within the same city. In the older city limits, hills designated as HTHS (Hill Top Hill Slope) zones legally permitted 4% construction. However, in the 23 newly merged villages, the exact same types of hills designated as BDP zones were subjected to a strict 0% construction rule. This contradictory "two rules for one city" approach created massive confusion and deep-seated distrust toward the administration.
