Summary: Three years ago Zhou Yang (Chen Xing Xu) lost his comrade during an operation to capture criminals near the border. They managed to catch 28 criminals in total but the leader of the gang Crazy Dog Cheng (Peter Peng) managed to escape by crossing the border. Three years later when the criminals who were caught are about to receive their judgement day, Crazy Dog Cheng suddenly returns to Kangla and vows to save his little brother who was one of the captured criminals. The police department launches another operation lead by Xiao Ke (Li Rui Chao) and Zhou Yang to catch Crazy Dong Cheng once and for all.
