Postman chars are basically chars that uses a bat file to load mugen, kinda like hypernull tier idk. here's the wiki if you dont know how the tiers works: https://mugen.fandom.com/wiki/Cheapie
There are two types of postman, low tier ones opens up mugen and wins, top tier does the same as low tier + they also delete the opponent files. (the char named dead next to nothingness in the vid is a test char that already got deleted by a postman char)
