I am providing a version of video for the public of proceedings relevant to the Procedure By-Law 24-10. This is a resource for the public, documenting history in the RM of Springfield, I am releasing it for educational purposes and archival purposes. Residents of the RM of Springfield, Manitoba, are not provided video of the Council meetings, so I have gone to extensive lengths to provide this video for the public. It must be stressed, as I will likely feature in a future video, the RM of Springfield uses flawed methods of documenting their meetings, so you can't actually hear many of the interactions that occur (including from some Councillors). I would like you to note when the mics are muted and the fact you can tell residents are interacting. Of biggest note here, when my concerns were neglected by the Mayor,

At this meeting, the Mayor of the RM of Springfield insisted both 2nd and 3rd Reading needed to occur for a highly controversial Procedure By-Law that would further restrict the chamber for public participation, through means that a resident called a travesty, biasing Council, to ram it through. Among many of the concerns, including constitutional concerns, as presented in my previous delegations, and the feedback of residents being blatantly neglected [including my own delegation from this meeting], the last means for ad hoc participation by the public was killed with Question Period. Now residents must go through a formal process to get a delegation (, delegations typically serve a different purpose,) which can be denied, or only participate in public hearings (which are rarely used in the RM).
This is being archived for educational purposes, and as reference material for the public. This video has been edited, it omits the delegation from the Springfield Public Library, which is not relevant to the proceedings.
