The increased commercial property element is another significant change. Under the old rule, buildings with more than 25% commercial area couldn't qualify for enfranchisement. Now, this limit has been increased to 50%, allowing many more mixed-use buildings to qualify. This means that freeholders with commercial assets must take note: if the commercial space is less than 50% and at least 50% of leaseholders agree, they can apply for enfranchisement and buy the freehold of the property.
