Delhi government's pollution plan all smoke & mirrors?

Описание: During its two-year rule in Delhi, the AAP government has proven that it is neither short of ideas nor political will when it comes to tackling pollution. However, some say that while the government decided to go ahead with odd-even car rationing plan, it lacked the conviction to go the whole hog.
With an action plan now in place, the govt will have to follow up with concerted efforts.
