The agency completely failed to spot the rise of Islamic fundamentalism, and failed to foresee the fall of the Shah and the advent of the Ayatollah Khomeini. After an attempted intervention turned into a disaster, Carter was going to dismantle the agency. But the USSR’s invasion of Afghanistan forced the US government to intervene and to reactivate the CIA. The agency would, for a while, concentrate its activities in Latin America. But under the Reagan presidency, the CIA convinced the leadership that the USSR had huge weaponry, rekindling an arms race that proved fatal for the Moscow regime. With the fall of the Soviet bloc, the CIA found itself deprived of its chief enemy.
