What is the penalty for breaking F1's Budget Cap?

The two rumoured teams are Aston Martin and Red Bull. This could have massive implications - especially after Abu Dhabi 2021 giving Verstappen the title by only a few points ahead of Mercedes and Lewis Hamilton.

Fines, Reprimands, Race Bans, Session bans, Constructor points deductions, Driver points deductions, reduced aero testing and championship expulsions.

So if a team is found to have broken the bank by a considerable amount then we could actually see some very severe penalties coming that team and drivers way from the 2021 season. Or maybe going into the future with race and session bans.
