This is Lava Reef Zone Act 2, restored as best as currently possible in the Sonic 3 November 3rd prototype that was dumped by Hidden Palace on November 16th, 2019.
Unlike Act 1, Lava Reef Act 2 was not so lucky and only a layout and palette have been found residing in the ROM. The only way to make this work was to use S3C 0408 data for the graphics and mappings.
Big thanks to Jorge Nuno for fixing the S3 layout to work with the final chunk mappings.
