This is a little illustration of a dynamic that I've seen in a lot of U.S. courts, when judges, attorneys and administrators face the frustration, expense and time investment of dealing with someone who has limited English proficiency, and after making some small talk, they jump to the conclusion that this defendant or witness understands "enough to get by." It's hard to put yourself in that person's shoes, but imagine you were in a foreign court trying to make sense of legalese in a language that you had studied (and maybe use on a daily basis) but never at that high of a level. It's terrifying.
By the way, I don't actually know Dutch, so the translations on this video may not be accurate. I chose Dutch because most Americans don't know it, and yet it's linguistically one of the closest cousins to English. This would be akin to telling a Brazilian that you can only find a Spanish interpreter, but Spanish is "pretty close" to Portuguese, so it'll have to do.
