So having Kelly as one of my mains in this game I thought it would be easy to pick the best build for her but it really isn't. This has been getting tested for the last 3 weeks trying to get the best build on her has been such a headache purely because she has such a wide and versatile kit that you can go so many routes with her as a Hunter. But I will say that Fear resistance is VERY much a priority as Kelly.
