Opposition Leader Keith Azopardi says he remains concerned about the Treaty and has called on the Government to be "realistic and honest" with people.
In particular, he said the Government should properly explain why they have U-turned on the issue of "boots on the ground."
Mr Azopardi said the GSD wanted a deal that included freedom of movement so that Gibraltarians would have more rights under the agreement.
He also raised concerns about potential abuse by Spain, as well as uncertainty about the future of the Rock's economy.
