Under Section 107 of the Copyright Act 1976, allowance is made for "fair use" for purposes such as criticism, comment, news reporting, teaching, scholarship, and research. Fair use is a use permitted by copyright statutes that might otherwise be infringing. Non-profit, educational, or personal use tips the balance in favor of fair use.
Democratic Senator Jeff Merkley of Oregon delivered a marathon 12-hour speech on the Senate floor to protest what he called President Donald Trump’s “grave threats to democracy.” Beginning at 6:24 p.m. ET, Merkley accused Trump of undermining the Constitution, citing his use of the National Guard in Portland, halting of university research grants, and the indictments of political opponents. Merkley warned that Trump portrays unrest in Portland as rebellion to justify authoritarian control. His speech, coming amid a fourth week of government shutdown and Democratic resistance to GOP reopening efforts, echoed previous long Senate protests—such as Cory Booker’s 25-hour stand earlier this year and Merkley’s own 15-hour speech in 2017 against Neil Gorsuch’s Supreme Court nomination.
