Public money waste on fake road works

Описание: This is Kew in London. This traffic light been up for one week already with works scheduled to end yesterday. They came, put barriers and temporary traffic lights. Not even one person appeared since. Not even 1 min spent on any work, not even a 1mm hole been drilled or any works been done at all.
Is this all just to justify the reason of the rising council tax and road tax?
