You need to 100% complete Icy Flight (Dream Weavers World), without touching the floor. This means you must collect everything in one go. You are allowed to fly against walls. To avoid touching the ground fly a couple of inches above the ground, represented by the water and hard surfaces. If you messed up, jump in the water to let yourself drown and then hit retry.

You access this level from the Dream Weavers home world. Reach the cannon in the middle of the map that shoots green energy (makes enemies bigger and smaller). Then shoot the cannon at the two big armored enemies that block the way up the stairs. The cannon makes them smaller so they can be killed and you can head upstairs where you find the entrance to Icy Flight.
