Veterans lying about disabilities are not covered under this rule because that is considered fraud! The term continuous refers to service-connected conditions that have maintained a certain disability rating for at least 20 years or more. A continuous rating can't be reduced and you will not receive a VA rating reduction notice because you are protected by the VA's 20-year rule.
