The first part was just Vince Russo talking about the plans to have the Blue Blazer descend from the rafters at the Over The Edge PPV. There is no footage here and it's literally just talking over (public domain) photos of Owen Hart and Pegasus Kid (mistaken to be Owen Hart/Blue Blazer).

The second part is a writer in Canada talking about the carabiner that broke that led to Owen falling to his death. Specifically, he discusses how they used a flimsy carabiner not meant for more than 150lbs of weight.

I believe WWE is auto-disputing these to prevent people from talking about Owen Hart's death and their part in it. If you want to see the 30 seconds of footage I had to trim out, go here:
