Officer Hang took the stand first, detailing his contact with the Ali family after Fatima was reported missing. Calm and methodical, he walked the jury through the timeline of events: his initial runaway investigation, his discovery that Fatima and Isaiah were inside the school, and ultimately his trip to St. Peter's Hospital to interview Fatima directly. The jury was shown a photo of Fatima taken during that hospital visit (Exhibit 35), and Hang described her as "weak, softspoken," with a raspy voice that forced him to lean in closer to record. Later that night, he encountered Isaiah Williams, who showed him video footage of the incident at the bus stop.

But Officer Hang’s testimony wasn’t limited to just police procedure. The State introduced a Temporary Protection Order (Exhibit 36), proof of service (Exhibit 37), and the body-worn camera video (Exhibit 38) showing Hang personally serving Zahraa Ali. That footage, which was published to the jury, revealed Zahraa’s confusion about the order’s purpose and limitations. Officer Hang, speaking calmly in the clip, warns her not to contact Isaiah in any way. The Defense would later argue he failed to use the department’s language line despite obvious signs she didn’t fully understand what was happening.

That tension over communication, clarity, and control would set the stage for the next witness—Mary Wagner, a woman who happened upon the alleged assault while driving home with her husband. Her tone was measured but carried visible weight. She recounted stopping at the intersection, watching a man pin what appeared to be a young woman to the ground. Her voice tightened as she quoted the teenagers screaming nearby: “She can’t breathe!” “Her eyes are rolling back!”

Wagner described the scene as chaotic—dust in the air, people trying to intervene, others attacking. She said the girl being held down seemed dazed and confused, stumbling away after the man was pulled off of her. Wagner remembered the girl’s expression: “Her eyes were huge. She looked terrified.” In the courtroom, those words hung for several beats.

Her husband, Josh Wagner, physically restrained the man now known to be Ihsan Ali. Meanwhile, Wagner watched as the girl—later confirmed to be Fatima—ran in the direction of the school, unsteady on her feet. The jury listened intently as Wagner explained how Fatima didn’t seem sure of her surroundings, and how no physical resistance from the man was stopped by the blows from others.

Taken together, Officer Hang and Mary Wagner gave the jury a two-pronged view of the alleged crime: one from within law enforcement protocol, the other from the middle of the street. Their testimony raised questions about what Fatima endured—and how clearly others were able to see it in real time.
