“Today, this Administration launches ‘Sa Bagong Pilipinas, Bawat Bayan Makikinabang,’ an initiative anchored on the principle that our local government must be empowered to respond to the needs of the people,” stated President Ferdinand R. Marcos Jr. during the launch event at the Heroes Hall in Malacañan Palace on February 23, 2026.
The event officially empowers local government units (LGUs) by recognizing them as active partners in providing responsive, inclusive and people-centered governance.
“Bilang local chief executives, kayo ang unang nakakaramdam ng problema at unang nakakarinig ng mga hinaing. Dahil kayo ang nakakaalam ng tunay na kalagayan sa inyong komunidad, sa inyo nagsisimula ang pagbabago,” the President said in his keynote speech before the officers of the League of Provinces of the Philippines (LPP), League of Cities of the Philippines (LCP), and League of Municipalities of the Philippines (LMP).
He highlighted the importance of the Local Government Support Fund (LGSF), which acts as a bridge between the national government and local communities. This year’s allocation increased by Php34.87 billion, totaling nearly Php58 billion, the highest in LGSF history.
The Chief Executive pointed out that, in the past, the LGSF primarily operated as a demand-driven system, recognizing that accessing the fund was often slow and bureaucratic, with some requests getting lost, especially from small and remote LGUs.
Therefore, he held consultations with key local government organizations, including the Union of Local Authorities of the Philippines (ULAP), the LMP and the LCP, to ensure that no community would be left behind.
“Bukod pa riyan, pinabilis at pinadiretso na natin ang pagdating ng LGSF sa bawat lokal na pamahalaan. Ginawa namin ito dahil sa pagkilala na ang pangangailangan ng tao, gaano man kaliit o gaano kalaki ay hindi pa naghihintay pa,” he added, highlighting the improvement of the process in availing the fund.
President Marcos Jr. also cited the LGSF’s priority programs, including the distribution of 60 kilos of rice to more than five (5) million families, with each family receiving 10 kilos per month for six (6) months each year. Other key programs include building hospitals and health stations, acquiring medical equipment, developing evacuation facilities, constructing farm-to-market roads, and enhancing water supply systems and rural electrification projects.
Concluding his speech, the President announced that approximately Php1.19 trillion in the National Tax Allotment has already been released to LGUs for 2026, representing a 15 percent increase from 2025. This will further strengthen the capacity of local governments to deliver essential services to their constituents.
