In the wake of a cyber incident in 2020, Hackney chose a twin path for recovery. In parallel with rebuilding the legacy social care system, the team recognised that this was a complex and lengthy task and used the need for more sustainable interim tools as an opportunity to explore the potential to build a modern, resilient, user-centred social platform using open source software, with the council’s own team working alongside expert external partners to move at pace.

why the system was created,
what was achieved
and the opportunities and challenges that the team encountered.
