This is an example showing how an oscilloscope can be used to measure the time period of a wave. All you need to do is count the number of boxes it takes to show a full wave (peak to peak) and multiply that by the timebase setting. Here 1 box = 0.1s. We can also find the frequency from this f = 1 / T so f = 1 / 0.1 = 10 Hz. This matches the signal generator setting shown in the video.
