Provincial Autonomy is such a system in which the provinces' government is independent of any external influence and does not rely on any of the external forces. Complete or absolute provincial autonomy means complete sovereignty of the provinces. Pakistan is a federal state. According to the original concept that was started in the resolution of 1940, Pakistan was meant to be a federation that consisted of self-governing or autonomous units. As far as the extent of self-governance was concerned, exits' self-governance for main areas, every authority was delegated to these units. These four main areas included: foreign affairs, communication, defense and safety, and currency. The powers delegated to the provinces actually tell about the author to each province. The 18th Amendment brought about major changes in the Constitution of Pakistan 1973, including 'taking away President of Pakistan's right to dissolve the Parliament. Article 140A was inserted in the Constitution under the 18th Amendment that allowed the political, administrative, and financial authority to be devolved to the local governments' representatives. The "Concurrent List," i.e., the enumeration of areas where both federal and provincial governments may legislate, is abolished in the 18th Amendment.The most important legacy of the 18th Amendment has been the restructuring of the National Finance Commission award. It increased the share of fiscal resources to the provinces to 57 percent. The insertion of Article 160 (3A) also required that the provinces' share in each NFC award could not be less than the previous award's share.
