We are almost certain Susan was using care homes as a means of threatening Edward and Lily
to get what she wanted.

In this conversation Susan seems to have told Edward she was going to send Lily to a care home, which clearly caused him to become very agitated.

Furthermore, Susan had almost certainly changed Edward and Lily's home telephone from standard landline to broadband VoIP, enabling her to remotely monitor any telephone call to their home. This would explain the crackling and interference on this telephone call.
