Studies have found that most Medicaid recipients are employed or qualify for exemptions such as disability, caregiving, or school attendance. According to an Urban Institute analysis, only 2% of Medicaid expansion enrollees without dependents, about 300,000 people, reported lack of interest in working as the reason for not working. Other common reasons include illness, disability, caregiving duties, and retirement.

An Arkansas study found that nearly 95% of those subject to work requirements were already working or exempt. However, many lost coverage due to challenges with documentation and reporting, not by choosing not to work.
