🛑 Let's address the big claim: that 5 million able-bodied Medicaid recipients are just sitting around, choosing not to work. Where does this number come from, and what does research show about Medicaid recipients’ employment?
The 5 million figure is linked to a Congressional Budget Office (CBO) projection regarding proposed Medicaid work requirements. The CBO estimated that 4.8 million adults could lose coverage by 2034 as a result of not meeting new community engagement rules, which include work, community service, or schooling.
🚨 The CBO figure does not measure how many recipients currently choose not to work. Research provides further context. Studies have found that most Medicaid recipients are employed or qualify for exemptions such as disability, caregiving, or school attendance. According to an Urban Institute analysis, only 2% of Medicaid expansion enrollees without dependents, about 300,000 people, reported lack of interest in working as the reason for not working. Other common reasons include illness, disability, caregiving duties, and retirement.
An Arkansas study found that nearly 95% of those subject to work requirements were already working or exempt. However, many lost coverage due to challenges with documentation and reporting, not by choosing not to work.
