Vinyl liner pools are designed to have water coming in from all sides - wall joints, floor - but the weight of the water inside your pool liner displaces that water away from the pool area. But your liner has water behind it and possibly it is even floating a little. Maybe you have a leak, maybe you have a very high ground water table in your area. Testing the water behind the vinyl liner with a test strip for chlorine (or testing for cyanuric acid since this level doesn't dissipate like chlorine), you may be able to determine if the water is coming from your pool or from the ground around it.
