Tomahawk Man was specifically made for the Annual Robot Tournament that was shown at the start of this game. Mr. X then reprogrammed him to take over the world.
He now resides in Texas of the United States of America. He can quickly be killed by the Plant Barrier, and gives you the Silver Tomahawk for beating him. You also get the B-Part, and you need the other 3/4 with it for reconstructing Beat.

Since the Rush Jet Adaptor lets Mega Man fly, he can use it to get into different routes. The 2nd of these alternate routes even lead to a different room than normal for fighting Tomahawk Man in.
