The Privacy Commissioner of Canada, along with his Quebec counterpart investigated an airport COVID testing contractor who sent spam messages to people who were sent there for mandatory on-arrival COVID testing. The finding from the Canadian Commissioner raises a number of interesting, unanswered questions.
