This 60-minute documentary provides an overview of the history of the federal courts in Indiana and uses reenactments to focus on three cases of historical significance, handled by those courts: Ex parte Milligan, which took place at the end of the Civil War, answered the question of whether civilians are eligible for prosecution by a military tribunal when civilian courts are open; United States v. Ryan, et al. , which took place in 1912, involved union members who were prosecuted for their roles in allegedly having conspired to bomb their way to the bargaining table; and United States v. Board of School Commissioners of the City of Indianapolis, the Indianapolis school desegregation case that began in 1968 and continued until 2016, when the busing order of Judge S. Hugh Dillin finally expired.
