Your job on a driver's test is to demonstrate that you have due care and control of the vehicle in changing traffic conditions. If the ways is clear, but you stop at a YIELD sign, it tells the examiner that you're not reading and responding to traffic conditions. Being too cautious is just as bad as being too aggressive on a driver's test. If the way is clear, you simply slow, check and proceed.
